   Notice on the application of APEC business travel privilege card

Member units:

    In order to promote the Chongqing city foreign exchanges, expand trade and investment cooperation, promote "introduce, national strategy of going global", provide forceful services to members and its enterprises, through endless effort convincing the ministry of foreign affairs, we manage to get the national authorities to lower the application threshold, relaxation of the special treatment of the issuance indicators appropriately and help secure a rare foreign development opportunities for members and its companies. Now giving preferential treatment to apply for APEC Business Travel card, all specific contents and notices are listed below.

1 :What is the Asia-Pacific Economic Cooperation Organization?

The Asia-Pacific Economic Cooperation (Asia-Pacific Economic Cooperation, referred to as APEC) is the most influential economic cooperation forum Asia-Pacific region. In 1991 November, China as a sovereignty state, Chinese Taipei and Hong Kong (in July 1, 1997 changed to "Chinese Hong Kong") to region economy officially joins APEC. At present, APEC has 21 members, including: Australia, Brunei, Canada, Chile, China, Chinese Hong Kong, Indonesia, Japan, South Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Philippines, Russia, Singapore, Chinese Taipei, Thailand, Vietnam, The United States of America.

2: What is APEC business travel privilege card?

Giving preferential treatment of the APEC Business Travel Card (APEC Business Travel Card referred to as the travel card or ABTC) program to the APEC leaders' meeting in 1996, a key recommendation of the APEC Business Council (ABAC), which aims to facilitate APEC-wide economy business personnel exchanges. APEC Business Travel Card cardholders with a valid passport and travel card within three years without an entry visa, and freedom of movement between the clearance of APEC economies; enjoy the use of the APEC Business Travel giving preferential treatment to the major airports of entry and exit card the convenience of a dedicated channel.

3: Which countries joined the APEC business travel card scheme in particular?
16 economies has joined the plan (AUS): Australia, Brunei, Chile (BRN) (CHL), China (CHN), Chinese Hong Kong (HKG), Indonesia (IDN), Japan (JPN), South Korea (KOR), Malaysia (MYS), New Zealand (NZL), Papua New Guinea (PNG), Peru (PER), Philippines (PHL), Singapore (SGP) in Taipei, China (TWN), Thailand (THA).
Mainland China, Chinese Hong Kong, Chinese Taiwan and do not use the APEC business travel privilege card.
China announced in December 2001 to join the APEC business travel card program giving preferential treatment to, and exchange of notes signed in February 2002 to join the program. APEC informal leadership meeting President Hu Jintao held in Thailand in October 2003 announced the implementation of the APEC Business Travel Card Scheme, giving preferential treatment starting from November.

4: APEC business travel privilege card approval authorities and Inspection Division

The Consular Department of the Ministry of foreign affairs for the Department in charge of the implementation of the plan, responsible for Chinese citizens and other economies personnel APEC business travel privilege card approval and issuance of work; the Ministry of public security Exit-Entry Administration Bureau is responsible for the APEC business travel privilege card inspection work.

5: APEC business travel card issued in particular object and qualification requirements

According to the "APEC business travel privilege card" provisions of the operation framework of principles and the actual situation in China, issued provisional as the main business personnel of state-owned large enterprises managed by the central government and engaged in APEC affairs, senior government officials, but it does not include the spouse and children, also do not include athletes, journalists, the entertainment industry personnel, musicians, artists, or engaged in similar occupation personnel.
The applicant must hold a valid Chinese passport; and have a good personal credit, no serious criminal record; no other economies deportation records; a close economic and trade company of affiliation with APEC area.

6: APEC business travel privilege card application and approval procedures

(1)The applicant should submit the application to the chamber of Commerce designated by Specialized agencies, after the preliminary examination submitted to the Ministry of foreign affairs.
(2) Ministry of Foreign Affairs "APEC business travel card giving preferential treatment to the operational framework of principles and regulations and the relevant approval principle, a preliminary review of the applicant; and if the applicant has passed the preliminary review, then through a designated internet network, the applicant’s relevant information will be transmitted to the respective ABTC program economy for further review; The Consular department of Foreign Affairs will make the final decision on whether to issue the APEC business Travel privilege card to the respective applicant.
(3)Due to reviewing process by different economies and different time zone, the duration of application for Chinese applicants will take approximately one month. For submission of the application of other economies, the Consular Department of the Ministry of foreign affairs will generally try to finish within 2 weeks; other individual applications may also exceed the time limit.

7: Convenience and obligations enjoyed by APEC business travel privilege card holders:

(First)The cardholder with valid passports and travel cards do not need to apply for a visa, amongst the APEC economies and will be granted entry freely for business purposes.
(Second)Cardholders can enjoy the convenience of using APEC business travel privilege card dedicated channel fast customs clearance in APEC economies main port of entry.
(Third)The cardholder is not exempted from filling all kinds of entry and exit form required by the respective countries as well as other privileges and immunities.
